DURSLEY — The housing dispute at 5 Norman Hill, Tilsdown, Dursley, GL11 5RG has escalated into a severe legal eviction battle. Newly released documentation confirms that the landlady, Uyai Ikpatt, has formally served the tenant with a notice to vacate the property by 4th November 2026.

The Core Grievances: False Accusations, Neglect, and Financial Greed

The situation highlights deep systemic frustrations and alarming personal mistreatment:

Harassment and False Allegations: According to the tenant, the landlady attacks him every time she visits the property, falsely accusing him of smoking inside and claiming the house is dirty and full of dog hair and cobwebs. In reality, the tenant maintains a clean and tidy home and regularly smokes outside.

Refusal of Repairs & Disregard for Tenants: The tenant has repeatedly spoken out against severe property neglect, stating that the landlady refuses to carry out essential repairs and cares only about money rather than the people living there.

Unrealistic Rent Increases: Spurred by online market metrics suggesting local rents range from £1100 to £2000, the landlady pushed for higher rent.

The Housing Benefit Gap: Compounding the financial strain, while the rent demands increased, the tenant's housing benefits remained completely frozen, creating an impossible deficit.

Threatening Vulnerable Lives: The eviction threatens to leave a disabled, blind, and deaf vulnerable adult—who relies on a mobility scooter and an American Akita service dog named Dolly—out on the street, all driven by a prioritization of profit over human well-being.

The Legal Notice: Form 3A Served

The formal notice includes a Form 3A (Notice seeking possession of a property let on an assured tenancy or an assured agricultural occupancy in the private rented sector under Housing Act 1988 section 8).

Despite the formal notice demanding vacation by November 4th, legal guidelines emphasize that tenants do not have to leave immediately. A landlord cannot legally force a tenant out without applying to a court for a possession order; self-help eviction tactics such as changing locks or harassment remain entirely illegal.

Council Stalling and Band Bronze Frustration

Adding to the crisis, the tenant expresses deep frustration with Stroud District Council, which has offered little effective assistance and continues to keep their housing application trapped in the lowest priority band (Bronze), failing to recognize the acute vulnerability and imminent homelessness of a disabled resident and their service animal.

What Tenants Can Do in This Situation

Do Not Panic, But Seek Advice Immediately: Contact Shelter (0800 800 4444) or Citizens Advice (03444 111 444) to review the legality of the Section 8 Form 3A grounds.

Escalate Vulnerability with the Council: Press Stroud District Council for an urgent review of your Bronze banding, highlighting your medical vulnerabilities, disability status, reliance on a mobility scooter, and the critical need to accommodate a registered service animal (Dolly).

Maintain Paper Trails: Keep every log of unperformed maintenance, false allegations, council correspondence, and benefit statements to present if the case proceeds to a county court possession hearing.

Update (October 2026): Following the release of this report, intense advocacy, and legal backing, Stroud District Council has formally stepped in, issuing a Section 195 Prevention Duty, upgrading our housing priority, and formally recognizing our statutory rights and medical priority needs. While the legal battle with the landlord regarding the Section 8 notice continues alongside the Wiltshire Law Centre, this proves that holding local authorities and the system accountable works. Stay tuned for further updates.
